In 2003 a federal commission created by President George W Bush suggested improving and expanding mental health programs in schools to bring help, early as possible, to students with learning problems and those who might turn violent.

In the last two years, opposition has grown up around the proposal to expand mental health programs in schools. Opponents of the proposal say that it is an unwarrented government intervention in family life.
